The Solar Panel Validation Initiative.
The Australian Government’s Clean Energy Regulator and the Australian solar industry have worked together to protect Australian consumers from non-genuine solar panels through the Solar Panel Validation (SPV) initiative.
SPV is fast becoming an industry standard, and since July 2018, many solar manufacturers and retailers have signed up to the scheme. You can see a list here.
SPV aims to protect the integrity of the Small-scale Renewable Energy Scheme (SRES) and give industry and consumers an easy way to check and confirm that solar panels are backed by manufacturer warranties, meet Australian standards for quality and performance, and are eligible for small-scale technology certificates.
Consumers can ask solar businesses for evidence that the solar panels they are purchasing have been validated as genuine. The electronic record they should receive includes information such as the make and model of the solar panels, their serial numbers, the time, date and location of installation, and of validation, and a reference number.
Solar installers can use an app that contains a database of serial numbers for approved solar PV modules, received directly from manufacturers. Installers scan solar panel serial numbers on site prior to installation, and the data is sent via the app as a request for validation to the validation service. The details are checked against the database to ensure they correspond to verified serial numbers for panels approved by the Clean Energy Council. Then the installer/retailer and the consumer receive real-time confirmation the panels are verified, and the installation can be finalised.

There are numerous defects that can be found in a solar cell, and these can cause substantial reduction of the quality of modules. Examples of defects include cracks caused during production or transportation of solar cells, fingerprints that were left behind on cells while printing the cell grid, and micro-cracks caused by heat stress while stringing. Some defects such as cracks can appear at a later point in time (even years later) and be the reason for substantial output reductions or loss of production over time.
